       Dear Ms. Dortch:

       AtContact Communications, LLC ("AtContact‘), through its undersigned counsel, submits the
       attached Supplemental Declaration of Christopher F. Hoeber, Senior Vice President for Program
       Management & Systems Engineering at Space Systems/Loral, Inc. ("SS/L") to clarify its initial
       declaration and respond to some questions that were raised at recent FCC ex parte meetings.

       The Supplemental Declaration clarifies that before AtContact and SS/L entered into their satellite
       construction contract, AtContact had advised SS/L of its interest in the possibility of using some
       or all of the 66 Astrolink Travelling Wave Tube Amplifiers ("TWTAs"), which AtContact would
       acquire directly from the owner of the TWTAs.

       In addition, AtContact advised SS/L in or about October 2008 that it intended to enter into an
       agreement to acquire the Astrolink TWTAs and make them available for use in its satellite
       system.

                                SUPPLEMENTAL DECLARATION


1. I am the Senior Vice President for Program Management and System Engineering at
   Space Systems/Loral, Inc. ("SS/L").

2. On 18 September 2009, I issued a declaration (the "Declaration") regarding the two
   agreements (the "Agreements") between SS/L and AtContact, each issued in April
   2007, one to construct three Ka—band non—geostationary ("NGSO") satellites and the
   other to construct four Ka—band geostationary ("GSO") satellites.

3. I am issuing this supplemental declaration (the "Supplemental Declaration") in
   support of the Declaration to provide supplemental information on certain matters
    addressed therein.

4. Regarding the 66 Astrolink TWTAs referenced in the Declaration:

    a. Prior to entering into the Agreements, AtContact had advised SS/L of its
       (AtContact‘s) interest in the possibility of using some or all of the 66 Astrolink
       TWTAs which would be acquired directly by AtContact through some
       arrangement with Northrop Grumman (owner of the 66 Astrolink TWTAs); and
    b. In or about October 2008, AtContact advised SS/L that it (AtContact) intended to
       acquire some or all of Astrolink TWTAs through a separate arrangement with
       Northrop Grumman and make them available for use on the Agreements.

I, Christopher F. Hoeber, hereby declare to the best of my information and belief that the
foregoing is true and correct.
