Dear Mr. Nelson:

        ORBIMAGE License Corp, Inc. (collectively with its corporate parent, GeoEye,
Inc., "GeoEye"), licensee of OrbView—3, provides this courtesy notification to the
Commission that the remote—sensing camera on board OrbView—3 has permanently
ceased to produce usable imagery. GeoEye has filed a Form 8—K with the Securities and
Exchange Commission to notify its shareholders of this failure and has also informed the
National Oceanic and Atmospheric Administration ("NOAA"), as required by the terms
of its NOAA license.

        The OrbView—3 satellite otherwise remains fully functional and capable of
meeting the requirements of its FCC—issued NGSO EESS system license. GeoEye plans
to keep the satellite in orbit for training use for the duration of its operating life, which
GeoEye expects will be approximately five to seven years. GeoEye will continue to
communicate with the satellite on a periodic basis (at least daily for the foreseeable
future) using all the FCC—authorized frequencies that it had been using prior to the
camera failure. The only change in operations will be that the X—band downlink channel
will no longer be transmitting usable imagery data.

      GeoEye expects to launch a second satellite, GeoEye—1 (originally called
OrbView—5)‘ as part of the above—referenced system license later this year—which is well

     all the frequencies used by OrbView—3.
