 Dear Mr. Tyez:
          Lockheed Martin Corporation ("Lockheed Martin"), by itsattomeys, hereby submitsthis
 letter pursuant to Section 1.65 of the Commission‘s Rules, 47 C.FR. § 1.65, regarding its
 proposed radionavigation—satellite service (RNSS®) space station to be established on board a
 sutellte of the Telesat Canada Corporation (‘Telesat") at the 107.3° W.L. orbital location later this
 year. See Application of Lockheed Martin Corp., File Nos. SAT—LOA—29970427—0004, SAT—
 AMD—20040130—00008, SAT—AMD—20040205—00012, SAT—AMD—20040524—00106, and SAT—
 AMD—20041012—00197.

         Late last month, Lockheed Martin wrote the Commission to report that the definitization of
 the amendment memorializing the mechanism by which Lockheed Martin can exercise its direct
 and unilateral ability to tum offthe RNSS payload on the Telesat satellte from a location in the
 United States would occur no later than February 28, 2005. Lockheed Martin hereby reports that
 thatthe subject amendment to the Lockheed Martin/Telesat contractual arrangements became
 effective on on February 25, 205. The amendment documentation itself is being provided to the
 Commission under the cover of a request for confidentialtreatment that is being filed
 contemporaneously with this Section 1.65 statement.
