                          Dear Ms. Dortch:

                          On March 19,2004, the International Bureau granted the above-referenced requests
                          of Intelsat LLC ("Intelsat") for modification of its license to operate the INTELSAT
                          702 at 54.85' E.L.' Condition 8 of the grant required Intelsat to "prepare and
                          submit to the Federal Communications Commission, within fifteen days following
                          grant of this authorization, the necessary materials for submission to the ITU,
                          pursuant to Article 8.4 of the Radio Regulations, in connection with the operations
                          of the NTELSAT 702 satellite at the 54.85 E.L. orbital location." Intelsat, by its
                          attorneys, hereby submits the attached requested materials.

       DRAFT TEXT FOR SUBMISSION TO FCC FOR ITEM 8 OF THE GRANT


The Administration of USA would like to inform the ITU that a US licensed satellite,
INTELSAT 702, has been authorized to provide Fixed Satellite Services in C (3700-
4200/5925-6425 MHz) and Ku band (10.95-1 1.2, 11.45-11.7, 11.7-11.95,
12.5-12,7314.0-14.5 GHz) within its designated service areas, from 54.85E Geo-
Stationary Orbit location.

The satellite will be operated in accordance with the Table of Frequency Allocations of
the Radio Regulations.

lntelsat has demonstrated that the intended operations will not cause potential excess
interference to other adjacent operating satellite systems. However, these operations
have been authorized only under the Radio Regulatory provision 4.4.

This information is being submitted for its possible relevance to the provisions of Article
8 of the Radio Regulations.
