                     CONSENT MOTION FOR EXTENSION OF TIME

       Mobile Satellite Ventures Subsidiary LLC (MSV*),pursuantto Section 1.46 ofthe
Commission‘s rules, hereby requests an extension until December 14, 2004 to fil ts response to
the Comments of DIRECTV, Inc. and the Opposition of PanAmSat Corporation ("PanaAmSat‘),
Intelsat LLC ("Intelsat"), and SES Americom, Inc. ("SES®) in the above—captioned matter. 47
C.F.R. § 146. All of these parties express concern with MSV‘s request to operate its proposed
replacement satellite at 101°W with a 0.1° East—West station keeping box.. This operational
fexibilty is critical to MSV given the nature ofthe replacement satellie it is proposing.
Without the ability to operate with this station keeping box, MSV may need to propose a
different type ofsatellite design. The additional time requested herein will provide an
opportunity for MSV‘s engineers to discuss with engineers for DIRECTV, PanAmSat, Intelsat,
and SES a manner in which MSV can operate its proposed replacement satglite while addressing
