        This is to inform you that, on January 10, 2005, in connection with the above-
referenced applications, the undersigned, representing Motient, Inc., an investor in
Mobile Satellite Ventures LP (“MSV”), spoke by telephone to Bryan Tramont, Chief of
Staff to Chairman Michael K. Powell; Don Abelson, Chief of the International Bureau;
Bruce Franca, Deputy Chief of the Office of Engineering & Technology; and Richard
Engelman, Chief Engineer of the International Bureau.

      The purpose of the calls was to determine the status of MSV’s petition for
reconsideration regarding the above-referenced applications and to emphasize the
importance of the Commission’s resolving the issues presented by that petition as
quickly as possible.
