       Dear Ms. Dortch:

              This is to inform you that, on June 29,2004, in connection with the above-
       referenced applications, the undersigned, representing Motient, Inc., an investor in
       Mobile Satellite Ventures LP ("MSV"), and Alex Good, CEO of MSV, Carson Agnew,
       President and COO of MSV, and Peter Karabinis, VP and CTO of MSV met with Donald
       Abelson, Chief of the International Bureau, and the International Bureau staff members
       shown below as receiving copies of this letter.

               During the meeting, the MSV representatives discussed key issues included in
        the above-referenced applications and their expeditious resolution. The discussion
        included the uplink standard of 6% AT/T, the overhead gain suppression value, the
        vocoder issue, the downlink power value, the key telecommunications standards that
        might be incorporated into MSV's ATC system, and the rationale for having an in-orbit

spare. These subjects have been covered in the above-referenced applications and the
parties' pleadings and filings regarding those applications.
