Attachment Conditions of Authorization August 11,2004 1. PanAmSat Licensee Corp.'s ("PanAmSat") application, SAT-LOA- 19991207-001 19 as amended by SAT-AMD-20021029-00199,SAT-AMD-20030818- 00156, SAT-AMD-2003 1103-00320 and SAT-AMD-20040603-00111 IS GRANTED to the following extent, in accordance with the terms, conditions, and technical specifications set forth in its application, this Attachment and the Commission's Rules. a. PanAmSat IS GRANTED authority to construct and launch a satellite at the 133.0" W.L. orbital location capable of operating in the following frequency bands: 5925 - 6425 MHz (Earth-to-space) and 3700 - 4200 MHz band (space-to-Earth); 6629.02 - 6649.52 MHz and 6680.17 - 6700.67 MHz (Earth-to-space); 1166.20 - 1186.70MHz and 1565.17 - 1585.67 MHz (space-to-Earth)'. b. PanAmSat IS GRANTED authority to operate a satellite at the 133.0" W.L. orbital location, GALAXY-XV call sign S2387, in the 5925 - 6425 MHz band for uplink (Earth-to-space) transmissions, and in the 3700 - 4200 MHz band for downlink (space-to-earth) transmissions. 2. PanAmSat shall maintain control over TT&C operations in connection with any operations of the satellite, including any operations using the 6629.02 - 6649.52 MHz and 6680.17 - 6700.67 MHz (Earth-to-space); 1166.20 - 1186.70 MHz and 1565.17 - 1585.67 MHz (space-to-Earth) frequency bands. Such control shall include the ability to discontinue or alter any such operations. 3. The GALAXY-XV satellite shall maintain the 133.0' W.L orbital location within *0.05" longitudinal station-keeping. See 47 CFR 25.2 1O(i)(2). 4. PanAmSat shall prepare the necessary information, as may be required, for submission to the ITU to initiate and complete the advance publication, international coordination, due diligence, and notification process of this space station, in accordance with the ITU Radio Regulations. PanAmSat shall be held responsible for all cost recovery fees associated with these ITU filings. We also note that no protection fiom interference caused by radio stations authorized by other administrations is guaranteed unless coordination and notification procedures are timely completed or, with respect to individual administrations, by successfully completing coordination agreements. Any radio station authorization for which coordination has not been completed may be subject to additional terms and conditions as required to effect coordination of the frequency assignments of other administrations.
