             Further Amendment to Application of Intelsat LLC
                             to Modify Authorization                    .


       Intelsai LLC ("Intelsat"), pursuant to Section 25.116 of the Federal

Communications Commission‘s ("FCC" or “Commissién”) rules, hereby submits the

following request to further amend the pending application for modification ofits

authorization for INTELSAT 602 submitted on December 21, 2001 ("Modification

Applicat:ion”)1 and amended on March 15, 2002 Amendment to Modification

Application")." The Amendment to the Modification Application sought Commission




*      Applications ofIntelsat LLC To Modify Authorizations (filed Dec. 21, 2001). The
Modification Application was placed on Public Notice on January 1, 2002 and no
comments were filed. See Satellite Policy Branch Information, Satellite Space
Applications Acceptedfor Filing, Report No. SAT—00098, File No. SAT—MOD—
20011221—00141 (Jan. 11, 2002) (Public Notice).

*      Amendment to Application ofIntelsat LLC To Modify Authorizations (filed
Mar..ls, 2002). The First Amendment to the Modification Application was placed on
Public Notice on April 5, 2002 and no comments were filed. See Satellite Policy Branch

         approval to operate INTELSAT 602 at the 64.25° E.L. orbital location." By this further

         amendment, Intelsat seeks authorization to relocate INTELSAT 602 to 32.9° E.L. rather

         than to 64.25° E.L. Accordingly, Intelsat submits the following changes to its

         Modification Application:

                1.      The request for modification of the license for INTELSAT 602 on page 1—

                        2 of the application should read:

                        "INTELSAT 602 ($2389), File Nos. SAT—A/O—20000119—00003; SAT—
                        AMD—20000119—00030; SAT—AMD—20000119—00036; SAT—MOD—
                        20010509—00033; SAT—MOD—20011221—00141 and SAT—AMD—
                        20020315—00039. Intelsat requests modification of its license to relocate
                        INTELSAT 602 from 62.0° E.L. to 32.9° E.L. rather than 33° E.L."
                        (citations omitted)

                2.      Paragraph two of Section II "PROPOSED MODIFICATIONS" on page 5
                        should read:

                        "In the Intelsat September 2001 Modification Order, the Commission
                        authorized Intelsat to relocate INTELSAT 602 from its original licensed
                       location of 62.0° E.L. to 33.0° E.L. in November 2001. On December 21,
                        2001, Intelsat filed an application to modify its license to permit operation
                        of INTELSAT 602 at 64.0 E.L. On March 15, 2002, Intelsat filed an
                        amendment to its pending application to modify its license, seeking
                        flexibility to operate INTELSAT 602 at 64.25° E.L. rather than at 64.0°

         Intelsat filed requests for further extensions of the STA. Both extension requests remain
         pending.

               E.L. Intelsat now files a further amendment, seeking modification of its
               license to relocate INTELSAT 602 to 32.9° E.L." (citations omitted)

       In addition, attached is a revised Exhibit I and Attachment 1 containing technical

information.

       The operation of INTELSAT 602 at 32.9°E.L will serve the public interest by

allowing Intelsat to swap the locations of the INTELSAT 601 and INTELSAT 602

satellites in orderto provide an inclination—controlled satellite (INTELSAT 601) at the

64.25° E.L. location in response tfi customer demand. INTELSAT 602, which operates in

an inclined orbit, will go to 32.9° E.L. to provide service at that location. In addition, this

amendment does not increase the Potential for interference because the INTELSAT 601

and INTELSAT 602 satellites are technically identical.

       Intelsat respectfully requests that the Commission grant this amendment and its

underlying Modification Application.

       Today, we grant Intelsat LLC‘s request, as amended by its October 15, 2001 filing,‘ to .
       modify its license and operate the INTELSAT 602 satellite at the 32.9° E.L. orbital
       location, subject to the following condition:

                1)       Intelsat LLC will operateits INTELSAT 602 satellite in compliance with
                         all existing coordination agreements.




       I         In its modification application (File No. SAT—MOD—20011221—00141), Intelsat LLC sought
       authority to relocate the INTELSAT 602 satellite from 62.0° E.L. to 64.0° E.L. rather than at 33.0° E.L., as
       previously authorized. On March 15, 2002, Intelsat LLC filed an amendment to this application (File No.
       SAT—AMD—20020315—00039) changing the location to 64.25° E.L. On October 15, 2002, Intelsat LLC
       filed a second amendment (SAT—AMD—20021015—00029) to its application seeking authority to relocate its
       INTELSAT 602 satellite to 32.9° E.L rather than 64.25° E.L as previously requested.
