  Dear Commissioner Martin:

                         At our meeting, you asked TerreStar/TMI whether, if the authorization
  were reinstated, the subsequent milestones could be accelerated (taking into account the
  consequences of the delay caused by the Bureau‘s February 10, 2003, order canceling the 2 GHz
  authorization). The enclosed chart provides that information and notes the heavy expenditures
  required under the Local contract with respect to satellite construction and service activation.
  The projected dates assume, for the sake of illustration, reinstatement of the authorization by
  November 17, 2003.

                         We would be happy to answer any questions you or others may have with
  respect to this information.
