             I am writing on behalf of the Ecole Superieure des Sciences et Techni
             ques de l‘Information et de la Communication (ESSTIC), ESSTIC is a pu
             blic system of higher education serving over 200 students throughout
             Cameroon. Our mission is to provide access to higher education oppor—
             tunities for Cameroonian citizens and to support advances in informa—
             tions technology. We seek to meet this objective by utilizing various
             new telecommunications technologies to serve distance education stu—
             dents.      —
                 I would like to express support for the AfriSpace proposa to operate
                 a direct digita satellite broadcasting service throughout Africa and
                 the Middle East. Our institution is keenly interested in having access
                 to such a satellite for the purpose of developing and maintaining
                 lines of communications with regional institutions of higher educatior
                 and ministries of education. We are very interested in the opportunit;
