Washington, D.C. 20554 Re: ORBCOMM License Corp. — Notification of Construction of Satellites at ORBCOMM‘s Own Risk Dear Mr. Nelson: ORBCOMM License Corp. ("ORBCOMM) hereby submits this letter pursuant to Section 25.113(f) ofthe Commission‘s Rules, 47 C.F.R. § 25.113(f), notifying the Commission that it has commenced construction of seven additional satellites for its Non—Voice, Non— Geostationary Mobile Satellite Service system (Call Sign $2103). ORBCOMM acknowledges that such construction is at ORBCOMM‘s own risk, One of the satellites will provide a demonstration of AIS—monitoring capabilities for the United States Coast Guard (as well as the provision of ORBCOMM‘s messaging services), and six satellites are intended to replenish the ORBCOMM constellation. Although there is some ambiguity as to what constitutes a "technically—identical replacement satellite," out of an abundance of caution ORBCOMM will file a modification application in the near future to cover these satellites.
