              Celsat America, In. (*Celsat") herebysurrenders ts authorization to
Iaunch and operate the 2 GHz mobile satelite service (°MSS®)system authorized by the
Federal Communications Commission on July 17, 2001‘ Celsar has decided for business
reasons nolonger o pursue ts 2 GHe MSS system
                Today, Celsat also withdres its July 17, 2004 Application for Modification
via the Intemmational Bureau‘s Filing System." The surtender ofCelsat2 GHz MSS
authorization eliminates the need for Commission action on this reated agplication.
