By the Chief, Domestic Facilities Division:

       1.   American Mobile Satellite Corporation (AMSC) has filed a Motion for
Extension of Time in which to file responses in the above—captioned
proceedings.     These applications were accepted for filing on April 1, 1991.
See Public Notice, Report No. DS—1068, DA 91—407 (released April 1, 1991).
This public notice established the following schedule for filing pleadings:
June 3, 1991 — comments, petitions and competing applications; July 3, 1991 —
oppositions and reply comments, and July 22, 1991 — responses. AMSC requests
an extension from July 22, 1991 to August 16, 1991 in which to file responses.

       2. In support of its request, ASMC cites the volume of pleadings and
applications and the substantial disagreements revealed in the reply comments
 which will need to be addressed in the responses. AMSC indicates that more
 time is needed to prepare a thorough response to the pleadings filed thus far
 in these proceedings.   Additionally, AMSC states that its ability to respond
 by the July 22 deadline is complicated by the fact that key AMSC technical
 personnel are involved in the U.S. preparations for the upcoming CCIR Study
 Group 9 meeting in Geneva. AMSC indicates that this preparation process
 should be completed by the end of July.   Further, AMSC states that grant of
 this extension will not delay the processing of these applications.

       3.   We agree that partial grant of this request will not delay action on
 the above—captioned applications.    No oppositions to this request have been
 filed. However, an extension until August 16, 1991, almost four weeks, is not
 justified. A two—week extension should give the parties sufficient time to
 evaluate the filings in these proceedings—and to preparetheir responses.


      4. Accordingly, pursuant to Section 0.291 of the Commission‘s rules on
delegations of authority, 47 C.F.R. $ 0.291, the date for filing responses on
the applications of Ellipsat Corporation and Motorola Satellite Communications,
Inc. originally due on July 22, 1991 is extended until August 5, 1991.
