                                 SUPPLEMENT TO MOTION TO DISMISS

                        GE American Communications, Inc. ("°GE Americom") and STARSYS

(Global Positioning, Inc. ("STARSYS"), by their attorneys, hereby submit this

supplement to their May 30, 1996 Motion to Dismiss the Emergency Petition for

Declaratory Ruling (‘Petition") filed May 17, 1996 by Leo One USA Corporation

("Leo One").

                        Leo One‘s entire Petition was premised on the fact that the acquisition

by GE Americom of a controlling position in STARSYS had not yet closed.

However, the acquisition, as approved by the International Bureau when it granted

STARSYS‘s application for an NVNG MSS license (STARSYS Global Positioning,

Inc., Order and Authorization, 11 FCC Red 1237 (Int‘l Bur. 1995)), closed on Friday,

June 7, 1996, and GE Americom has today advised the Commission of the

consummation of the transaction. See attached.

                        In the Motion to Dismiss, GFE Americom and STARSYS demonstrated

that Leo One‘s Petition is procedurally defective because it is, in effect, an untimely

application for review. Because Leo One‘s arguments were based on the fact that

the transaction had not been consummated, and the parties have now closed, the

Commission should dismiss the Petition on the additional and independent ground

that it is moot.
