SCI Systems,   Inc. reviewed the referenced filing caréfully and

fully supports ORBCOM‘s request to construct a Low—eOrbit Mobile

Satellite System, providing affordable two—way mobile communication

and position determination.     SCI (a Fortune 500 corporation with

10,000 employees,   19 plants worldwide, over $1B in 1989 sales, and


a world leader in the aerospace and electronics industry) firmly

believes that the low earth orbiting system,flas described, is not

only technically achievable in the projected time span, but is also

the most economically viable approach to providing the proposed

services.

Through its    "911" type services and emergency services for the

handicapped, ORBCOM will provide much needed services, which have

been overlooked by other currently proposed systems.             The United


States will establish a new level of world leadership in search and

rescue services, collection of environmental data,             recovery of


stolen property, and tracking of valuable/hazardous cargo, as well

as personal and business communications.

Ssince the satellite orbits selected by ORBCOM will cover virtually

every point on earth, an international market will surely develop,

providing a revenue flow to the United States, thereby improving

the current balance of trade deficit.   Any delay in approving the

ORBCOM system may allow foreign developers of a similar system to

capture the international, and possibly the United Statés market.

SCI wholeheartedly endorses the Orbital Communications Corporation

application and urges you to approve this greatly needed service

expeditiously.
