          AT&T Corp. ("AT&T"), BellSouth International, Inc. ("BSI"), MCI WorldCom, Inc.
  ("MCI WorldCom"), RSL COM U.S.A., Inc. ("RSL COM U.S.A."), Sprint Communications
  Company L.P. ("Sprint"), STAR Telecommunications, Inc. ("STAR"), Teleglobe USA, Inc.
  ("Teleglobe"), Tricom USA, Inc. ("Tricom-USA"), and WorldXchange Communications
  ("WorldXchange") (collectively, "Joint Applicants"), hereby request Special Temporary
  Authority pursuant to Section 63.04(a)(2) of the Communications Act of 1934, as amended ("the
  Act"), for temporary authority to construct, a common carrier submarine fiber optic cable system
  to be called the MAYA-i Cable System ("MAYA-i"), which will land in the Florida in the
  United States, and in the Cayman Islands, Colombia, Costa Rica, Honduras, Mexico and
  Panama.
          This request is made to immediately start construction of the cable system in order to
  meet a ready for customer service date of May 17, 2000. The ready for service date may be
  jeopardized if construction does not begin as soon as possible. Section 214 and Landing License
  Applications were filed at the Commission on March 25, 1999. In accordance with Section
  63.04 of the Commission's Rules and Regulations, the Joint Applicants submit the following
  information in support of this Joint Application:

        2.      The Joint Applicants are engaged in the business of furnishing interstate and/or
foreign telecommunications services. The Joint Applicants are common carriers subject to the
Act and each is an "authorized carrier" as defined in Section 103(7) of the Communications
Satellite Act of 1962.

                           Description of the MAYA-i Cable System
        3.      The MAYA-i Construction and Maintenance Agreement ("C&MA") was signed
by the original Co-Owners of the cable system on September 17, 1998. MAYA-i will
interconnect landing points at Hollywood, Florida; Cancun, Mexico; Puerto Cortes, Honduras;
Half Moon Bay, Grand Cayman, Cayman Islands; Puerto Limon, Costa Rica; Colon, Panama;
and Tolu, Colombia. MAYA-i will employ an interconnected collapsed ring configuration that
will contain two fiber pairs with five branching units connecting to the landing points. It will
employ fiber optic technology operating at 2.5 Gigabits per second ("Gbps") per wavelength.
        A diagram showing the configuration of MAYA-i is depicted at Exhibit 1 to the C&MA
(See Section 214 Application, Attachment A). Segment T comprises the land segment, including
cable stations, and Segment S is the submarine section of the MAYA-i system.
         Segment T
        Segment T consists of the following Subsegments: Segment Ti comprises the land
segment at Hollywood, Florida, United States, and is within the Commission's jurisdiction;
Segment T2 comprises the land segment at Cancun, Mexico; Segment T3 comprises the land
segment at Puerto Cortes, Honduras; Segment T4 comprises the land segment at Half Moon Bay,
Cayman Islands; Segment T5 comprises the land segment at Puerto Limon, Costa Rica; Segment
T6 comprises the land segment at Colon, Panama; and Segment T7 comprises the land segment
at Tolu, Colombia.3
        Each Subsegment T shall consist of an appropriate share of the land and buildings at the
cable landing location, the cable stations, and associated equipment provided between and
including the cable network interfaces and all associated interconnection equipment at the
relevant cable stations to operate solely with the network. Each Subsegment T is owned by a
Terminal Party. AT&T, the owner of Segment Ti will grant to each of the other Parties to the
C&MA an Indefeasible Right of Use ("IRU") interest in Segment Ti for the purpose of using
MAYA-i and carrying on related activities at that location, All non-terminal parties will also be
granted a Right to Use in Segments T2, T3, T4, T5, T6 arid T7 respectively for the purpose of
using MAYA-i and carrying on related activities at those locations.
         Segment S
      Segment S of MAYA-i shall consist of the whole of the submarine cable and associated
equipment including:
  If an additional landing point is added in Venezuela, Segment T8 will comprise the land
segment at Venezuela.

         (i)     all submarine lightguide transmission equipment including the System Interface
                 and higher level equipment, power feeding and special test equipment directly
                 associated with the submersible plant, located in their respective cable stations;
         (ii)    the cable station power equipment provided wholly for use with the equipment
                 listed in (i) above;
         (iii)   the transmission cable equipped with appropriate optical amplifiers, Branching
                 Units and joint housing between the cable stations; and
         (iv)    the sea earth cable and electrode system or land earth system, or an appropriate
                 share thereof associated with the terminal power feeding equipment at the
                 respective cable stations.
                                    Accounting and Tariff Information
         4.      Charges and regulations applicable to the services to be furnished by the Joint
Applicants by means of the proposed facilities will be contained in each Applicant's respective
tariffs on file or to be filed with the Commission.
                                       Environmental Impact
       5.     The grant of the requested temporary authorization will not have a significant
impact upon the environment for which Environmental Impact Statements must be prepared
under Section 1.1305 of the Commission's Rules. Such licenses are categorically excluded from
environmental processing under Section 1.1306 of those Rules. Accordingly, no environmental
information need be submitted with this Application under Section 1.13 11 of the Commission's
Rules.
                                   Need for Timely Authorization
         6.     The Joint Applicants request that temporary authorization be granted as soon as
possible. Timely action is critical to immediately start construction in order to allow for the
initiation of customer service by May 17, 2000. If construction does not begin immediately, the
ready for customer service may be in jeopardy.
