Dear Sir/Madam:

         Pursuant to Section 63.04 of the Commussion‘s rules, Infosat Communications,
Inc. ("Infosat") hereby requests special temporary authority ("STA") for a period of up
to 180 days to allowit to provide international common carrier services in accordance
with the terms of, and pending grant of, an application for Section 214 authority that is
being filed concurrently herewith (copy attached). A check in the amount of $780.00 is
enclosed to cover the applicable filing fee for this application:     -

       There is good cause for grant of the requested STA. Infosatis applying for           »
Section 214 authority to provide internationalfacilities—based and resale services to and —
from overseas locations. As demonstrated in the accompanying Section 214 application,
the provision of these services by Infosat will serve the public interest.

         Because of market eonsiderations, Infosat nowseeks immediate authority to
begin providing services, and it has begun to structure its business relationships
accordingly. Grant of the requested STA will, therefore, be important to Infosat‘s efforts
to offer high—quality service to its customers on a timely basis. For these reasons, Infosat
respectfully requests grant of STA on the earliest possible date for a period of up to one
hundred—eighty (180) days, pending grant of the attached Section 214 application.

       Infosat hereby certifies that no party to this request is subject to a denial of
federal benefits pursuant to Section 5301 of the Anti—Drug Abuse Act of 1988, 21 U.S.C.
§ 862.

                               Application
       Infosat Communications, Inc. ("Infosat"), pursuant to Section 214of the
Communications Act of 1934, as amended, 47 U.S.C. § 214, and Section 63.18 of
the Commission‘s Rules, 47 C.F.R. § 63.18, hereby requests: (i) global authority to
provide facilities—based international communications services; and (ii) authority
to operate as a resale carrier.

       Infosat‘s provision of international service will foster additional
competition in the international telecommunications market, which will, in turn,
benefit consumers by lowering prices and increasing the number of service
options available in the market. Infosat submits, therefore, that grant of this
application will serve the public interest, convenience and necessity.

       Pursuant to Section 63.18 of the Commission‘s rules, Infosat submits the
following information in support of the instant application:

(d)   The Applicant has not previously receivedSection 214 authority. In
      a separate application, Infosat is requesting authority pursuant to
      Section 63.18(e)(6) of the Commission‘s rules to provide mobile
      satellite services using the Canadian—licensed MSAT—1 satellite.

      Infosat is requesting global Section 214 authority: (1) under Section
      63.18(e)(1) of the Commission‘s rules to provide international basic
      switched, private line, data, television, and business services to all .
      international points, except those on the FCC‘s exclusion list, using
      licensed U.S. facilities and necessary overseas connecting facilities;
      and (2) under Section 63.18(e)(2) of the Commission‘s Rules to
      operate as a resale carrier.

(f)   N/A.

(g)   This application does not involve any new construction and,
      therefore, it is categorically excluded from environmental
      processing pursuant to Section 1.1306 of the Commission‘s rules, 47
      C.FE.R. § 1.1306.

(h)   Infosat‘s parent company, also named Infosat Communications,
      Inc., provides mobile satellite services in Canada via the Inmarsat
      and MSAT systems. As a result, this application is subject to the
      rules and policies set forth in the Foreign Participation Order, 12
      FCC Red 23891 (1997). In that Order, the Commission adopted an
      open entry standard for applications from service suppliers in
      World Trade Organization ("WTO") members, such as Canada.
      "The Commission adopted a strong presumption" that entry by a
      carrier "from a WTO Member country does not pose competitive
