         Dear Ms. Lowry:

                    On October 16, 1998, the International Bureau granted Telecommunicaciones
         UlItramarinas de Puerto Rico ("TUPR") special temporary authority to provide service over the
         Solidaridad System to El Salvador until April 1, 1999. At that time, it was expected that grant of
         permanent authority would be forthcoming in a matter of weeks; however, to date, TUPR has not
         been notified of such authority. TUPR requested an extension of that STA on April 9, 1999.
         TUPR now requests an additional extension of the STA, because TUPR has not yet been notified
         of grant of permanent authority.

                The need remains for TUPR to provide its customer service over the identified route. For
        this reason, pursuant to Section 63.04 of the Commission‘s rules, TUPR respectfully requests
        Commission extension of the previously granted operating authority until the Commission‘s
        order granting the Section 214 authority becomes final.

                THIS IS A NON FEEABLE REQUEST BECAUSE A MAJORITY OF TUPR‘S
         STOCK IS OWNED BY THE GOVERNMENT OF PUERTO RICO. See 47 C.F.R.
         § 1.1162(b).

                 On October 14, 1998, Mr. John M. Coles of the International Bureau (phone 418—0771)
         stated to the undersigned that the FCC will grant TUPR the requested authority but that it will
         take several weeks to draft and release an order granting the authority.

                      A customer of TUPR has expressed an immediate need to provide service over the
         Solidaridad System to El Salvador. Accordingly, pursuant to Section 63.04 of the Commission‘s
         rules, 47 C.FR. § 63.04, TUPR respectfully requests Commission grant of immediate operating
         authority until the Commission‘s order granting the Section 214 authority becomes final.

              THIS IS A NON FEEABLE REQUEST BECAUSE A MAJORITY OF TUPR‘S

         (e)      Applicant is a carrier‘s carrier that offers the use of

earth stations and point—to—point microwave facilities to common

carriers under tariff,                  as authorized by the Commission in the

TUER § 214 Order.                Applicant does not offer end—to—end services

to end users,               but leases        facilities on a common carrier basis to

other common carriers.                     As specified in the TUPR § 214 Order,

Applicant is regulated as a nondominant carrier‘s carrier and it

 operates structurally separate from affiliated entities,

         (g)       Commission authorization of the above—listed earth

station applications communicating with the Solidaridad

 satellites is categorically excluded from environmental

processing pursuant to Section 1.1306 of the Commission‘s Rules.

 No construction requiring environmental assessment under Section

 1.1307 of the Commission‘s Rules is contemplated.

        (h)        Applicant certifies that it is nmnot affiliated with a

foreign carrier as defined in Section 63.18 (h) (1)               of the

Commission‘s          Rules.

       The Puerto Rico Telephone Authority            ("PRTA")    owns 85.1% of

the stock of Applicant.           PRTA is a government instrumentality cof

the Commonwealth of Puerto Rico.              PRTA also owns 100% interests

in the Puerto Rico Telephone Company and the Puerto Rico Public

Broadcasting Corporation.            PRTA also owns a 19% interest in

Telefonica Larga Distancia de Puerto Rico.               PRTA‘s address is

1515 Rocsevelt Avenue,          12th Floor,     Caparra Heights,    PR 00922.

        The remaining 14.9% of the stock of Applicant is owned by

Telefonica International Holding, B.V.              ("TI Holding"),     a

Netherlands corporation.            TI Holding is a wholly—owned subsidiary

of Telefonica International de Espafia, B.A.,             a corporation

organized under the laws of the Kingdom of Spain.

        Applicant has no interlocking directorates.

         (i)       Applicant certifies that it has not agreed to accept

special concessions directly or indirectly from any foreign

carrier or administration with respect to traffic or revenue

flows between the U.S.           and any foreign country which Applicant

may serve under the authority granted under this part and that it

will not enter into such agreements              in the future.

          (j)       Neither the Applicant nor any party to the application

 is subject to a denial of federal benefits pursuant to Section

 5301 of the Anti—Drug Abuse Act of 1988,             21 U.S.C.    §   853 (A) .
