                       Service via the Morelos/Solidaridad Satellite System


    Dear Mr. Tanner:

             IDB WorldCom Services, Inc. ("WorldCom") hereby requests a 180 day extension of
    its Special Temporary Authorization ("STA") to provide service via the Morelos/Solidaridad
    satellite system between the U.S. and various Central and South American countries. The
    STA expires on October 21, 1998, and WorldComrequests a 180 extension beginning on
    that day. WorldCom also requests that its STA be modified to include Bolivia, Brazil, El
    Salvador, and Nicaragua in the list of countries to which WorldCom is authorized to provide
    service via Solidaridad. WorldCom is currently authorized to provide service to Colombia,
    Costa Rica, Dominican Republic, Ecuador, Honduras, Guatemala, Panama, Peru, and
    Venezuela via Solidaridad.

            On January 4, 1995, WorldCom submitted anapplication for Section 214 authoriza—
    tion to provide service via the Morelos/Solidaridad satellite systems between the U.S. and
    various countries. This application is still pending, but it is WorldCom‘s understanding that,
    in light of the recently signed U.S.—Mexico Protocol for Fixed Satellite Services, the
    application will be granted shortly.

            Until that time, however, the public interest, convenience and necessity will be served
    by the grant of this STA extension and modification request. The facilities covered by this
    application will be used to provide two—way voice and data services between the U.S. and
    various Central and South American countries. Although other facilities are generally
    available for the provision of these services, WorldCom has customers which have an
    immediate need for service that can only be fulfilled by provision of service via Solidaridad.
    Grant of this application would allow WorldCom to begin providing these services at the
    earliest date possible.


       Applicant confirms that neither it nor any party to this application is subject to a
denial of federal benefits pursuant to Section 5301 of the Anti—Drug Abuse Act of 1988, 21
U.S.C. Section 862.

       Attached are FCC Form 159 and a check in the amount of $780.00 to cover the filing
fee. Please have the enclosed file copy stamped and returned to us in the self—addressed,
stamped envelope.
