(“DataBank” or “Transferee”), the following additional information is provided regarding the request for Commission consent to the transfer control of the domestic and international Section 214 authorizations of Lightbound’s wholly-owned subsidiary, HRS Internet, LLC (“HRS Internet”) (together with Lightbound and DataBank, “Applicants”) from Lightbound to DataBank. As indicated in the Applicants’ response to Question 11, four entities have indirect equity interests of 10 percent or more in Data Bridge Holdings, LLC (“Data Bridge”), which is the ultimate parent company of DataBank. These four entities are the Teachers Insurance and Annuity Association of America, The Allstate Corporation, Edgewater Funds and CBRE Caledon Capital Management Inc. Each of these four entities have confirmed that, to the best of their knowledge, neither these entities nor any of their subsidiaries hold direct or indirect equity interests of 10

percent or more in any company that operates as a telecommunications service provider pursuant to the Commission’s rules. The Applicants’ also herein confirm that Caledon Capital Investments Inc. is 100 percent owned by CBRE Caledon Capital Management Inc. (“CBRE Caledon”).
