Dear Secretary Dortch:

        On January 18, 2018, the Commission placed on public notice the streamlined joint
applications of Appia Communications, Inc. (“Appia”) and BroadRiver Communications
Corporation (“BCC”) to transfer control of their domestic authorizations under Section 214 of
the Communications Act of 1934, as amended (“Section 214”), to CallTower, Inc.
(“CallTower”). On January 26, 2018, the Commission placed on public notice the streamlined
joint applications of Appia and BCC to transfer control of their international authorizations under
Section 214 to CallTower. These applications were deemed approved by operation of Section 63
of the Commission’s rules on February 19 and February 9, 2018, respectively.

        Pursuant to Rule 63.24(e)(4), Appia and BroadRiver now hereby notify the Commission
that these transactions were consummated as approved in the above referenced applications, with
the closing on March 2, 2018. As of that date, CallTower owns 100% of the issued and
outstanding stock of Appia, and Appia owns 100% of the issued and outstanding stock of BCC.
