This correspondence concerns the section 214 authorization granted to Liga Telecom, Inc. (Liga
Telecom) on November 1, 2012 (ITC-214-20120514-00126). According to our records, you were the sole
applicant on that section 214 application and thus, you were granted Liga Telecom’s section 214
authorization. An application to transfer control of that authorization was filed on August 16, 2013 (ITC-
T/C-20130816-00211). Certain requirements of the Commission’s rules that apply to transfers of control
of section 214 authorizations were not complied with in that application filing, and, as a result, the
Commission is unable to act on that application. Therefore, you continue to hold Liga Telecom’s section
214 authorization.

If you are not providing common carrier services pursuant to Liga Telecom’s section 214 authorization
and want to remove yourself from further involvement with Liga Telecom, please surrender Liga
Telecom’s section 214 authorization by filing a brief letter notifying the Commission of this
action. Please include the original file number (ITC-214-20120514-00126) in the letter. The filing can be
made through the FCC’s International Bureau Filing System, Pleadings and Comments section, and such
action will not affect your right to file for a new section 214 authorization with the Commission in the
event you want to provide common carrier service in the future. There is no filing fee associated with a
surrender of a section 214 authorization.
