In the Matter of the PAETEC HOLDING CORPORATION, Transferor, and
WINDSTREAM CORPORATION, Transferee, Applications for Transfer of
Control of Domestic and International Authorized Carriers Under Section 214
of the Communications Act, as Amended
       SUPPLEMENT

Dear Ms. Dortch:

On behalf of PAETEC Holding Corporation (“PAETEC”), this letter corrects an
inadvertent error in the above-referenced applications as to the state of formation for two
of PAETEC’s FCC-regulated subsidiaries and updates the list of states where PAETEC’s
subsidiaries provide service. Specifically, on page 14 of the Application, US LEC
Communications, LLC and US LEC LLC are incorrectly listed as Delaware and North
Carolina limited liability companies, respectively. This inadvertently reversed their states
of formation; US LEC Communications, LLC was formed in North Carolina and US
LEC LLC was formed in Delaware.

We also take this opportunity to correct the Application and advise the Commission that
Talk America, Inc., the PAETEC subsidiary that is authorized to provide intrastate
telecommunications services in Hawaii, currently provides long distance
telecommunications services to 10 customers in Hawaii. Therefore, the statement at page
3 of the Application should read:

PAETEC, through these subsidiaries, is authorized to provide and
provides local exchange and/or intrastate, interstate and international
long distance telecommunications services primarily to business
customers in 49 states and the District of Columbia.4
               4
This includes all states except Alaska.

Should you have any questions regarding this matter, please do not hesitate to contact us.

Respectfully submitted,
/s/ Brett P. Ferenchak
