Washington, DC 20554 Re: File Nos. ITC—T/C—20101124—00458 and ITC—T/C—20101124—00464 SUPPLEMENT Dear Ms. Dortch: Pursuant to Staff‘s request, Primus Telecommunications Group, Inc. ("PTGI") supplements the pending Application in the above—referenced proceedings to provide additional ownership information. As described in the Application, the Singer Children‘s Management Trust will hold a 12.71% interest in PTGI following consummation of the Transaction, and the trustee of Singer Children‘s Management Trust is Karen Singer. Ms. Singer has the sole dispositive and voting power of Singer Children‘s Management Trust. The individual beneficiaries of the Singer Children‘s Management Trust are Taryn Singer, Julian Singer, and Devon Singer. Each of these individuals are United States citizens, and each has an approximate one—third interest in Singer Children‘s Management Trust. They may be contacted at Singer Children‘s Management Trust, 212 Vacearo Drive, Cresskill, New Jersey 07626. Also, PTGI confirms that its request for authority for the Transaction includes, as stated Boston in footnote 2 of the Application, the pro forma step whereby PTGI will contribute Hartford Hong Kong Arbinet Corporation to Primus Telecommunications Holdings, Inc., a wholly owned London subsidiary of PTGI. At the completion of the Transaction, as depicted in the illustrative Los Angeles post—Transaction corporate structure chart attached as Exhibit A to the Application, PTHI New York will be the direct parent of Arbinet and PTGT will be the ultimate parent of Arbinet and Orange County Arbinet Carrier Services.
