  Dear Ms. Dortch:

As requested by FCC staff, the Applicants in the proceedings captioned above
hereby provide the following additional information to supplement their Applications. Unless
otherwise noted, the meaning of each capitalized term is as defined in the Applications.

State CLEC certificates held by Cypress. Cypress holds certificates to provide
intrastate service granted by public utility commussions in the following states: AL, AZ, CA, CO,

In addition, the Applicants supplement their Application by providing information
about a current affiliate (as that term is defined in Section 3(1) of the Act) of Broadvox called
Infotelecom, LLC ("Infotelecom"). This information was inadvertently omitted from the
Applications. Infotelecom is a Delaware limited liability company and a wholly—owned
subsidiary of Infotelecom Holdings, LLC ("Infotelecom Holdings"). The membership interests
in Infotelecom Holdings are held by Andre Temnorod (50 percent), Eugene Blumin (25 percent),
and Alex Bederman (25 percent). As discussed in Sections I.B and IV of the Applications, Mr.
Temnorod, Mr. Blumin, and Mr. Bederman each hold more than 10 percent Broadvox and will
own more than 10 percent of Cypress post—close.

Infotelecom is an information services provider. At present, Infotelecom provides
wholesale interconnected VoIP services to other information services providers and IP service
providers in CA, TX, IL, MI, OH, IN, NY, NJ, PA, MA, MD, and DC. Infotelecom will soon
begin providing wholesale interconnected VoIP services to other information services providers
and IP service providers in FL, GA, and NC. Infotelecom does not provide any retail VoIP
services. Although Infotelecom does not provide telecommunications services at present, it
holds certificates to provide intrastate service granted by public utility commissions in the
following states: CA, DC, FL, GA, IL, IN, KS, KY, MD, MA, MI, MN, MO, NV, NC, NJ, NY,
OR, OH, PA, TX, and WA.

The Applicants reaffirm that the domestic Application is eligible for streamlined
processing pursuant to Section 63.02(b)(2) of the Commission‘s Rules because (1) the proposed
transaction will result in the Applicants (including their affiliates, as that term is defined in
Section 3({1) of the Act) having a market share in the interstate, interexchange market of less than
10 percent; (ii) the Applicants (including their affiliates) will provide competitive telephone
exchange services or exchange access services exclusively in geographic areas served by a
dominant local exchange carrier that is not a party to the transaction; and (iii) neither the
Applicants nor any of their affiliates are regulated as dominant with respect to any service.

Please contact the undersigned if you have any questions.

                                                   Sincerely,

DCOL/GRIFJ/431010.1
