Dear Ms. Dortch:


On behalf of Tricom USA, Inc. ("Tricom USA") and its shareholders (collectively "Transferor")
and AMZAK Capital Management, LLC ("AMZAK") and its members (collectively
"Transferee") (Transferor and Transferee together the "Parties"), this supplement is being
submitted at the request of Commission staff in the Wireline Competition Bureau and
International Bureau with regard to the above—referenced Domestic Section 214, International
Section 214 and Submarine Cable Landing License ("SCL") Transfer of Control Applications
(collectively, the "Transfer of Control Applications").

On January 28, 2011, the Parties filed a request for, and were granted, extension of Special
Temporary Authority ("STA") seeking extension of the domestic STA originally granted by the
Wireline Bureau on August 5, 2010, and extended by the Wireline Bureau on October 1, 2010
and November 30, 2010, pending Commission approval of the Parties‘ Transfer of Control
Applications ("STA Extension Request").‘ In the January 28, 2011 domestic STA Extension
Request, the Parties reported that Broadband Investments Limited ("Broadband") and PTY
Capital Partners Ltd. ("PTY Capital Partners") held, respectively, 55.9 and 20.5 percent
ownership interests in Hispaniola Telecom Holdings, Ltd. ("Holding Company"). These
percentages were based upon percentages originally reported in the July 19, 2010 Transfer of
Control Applications, and are no longer correct. As last reported in the November 30, 2010

domestic STA Extension Request, the current Holding Company ownership percentages for
Broadband and PTY Capital Partners are, respectively, 52.22 and 19.24 percent.2

The Parties regret the oversight, and, by means of this Supplement, hereby correct and update the
January 28, 2011 domestic STA Extension Request as well as the underlying Transfer of Control
Applications.
