                                 On May 1, 2009, Orlando Telephone Company, Inc. (Orlando Telephone) and Summit
                         Broadband Inc. (Summit Broadband) (collectively, Applicants) filed an application pursuant to section
                         63.03 of the Commission‘s rules seeking approval for the transfer of control of Orlando Telephone to
                         Summit Broadband.‘ Orlando Telephone is a Florida corporation that provides competitive local
                         exchange and resale interexchange services to customers in the Orlando, Florida area, including portions
                         of Orange County and Osceola County. Summit Broadband, a Florida corporation organized for the
                         purpose of acquiring Orlando Telephone, does not provide any telecommunications services. Summit
                         Broadband is owned by two Canadian citizens: Richard Wayne Pardy (50 percent) and Philip Joseph
                         Keeping (50 percent). Upon consummation of the proposed stock purchase agreement, Summit
                         Broadband will acquire all the capital stock of Orlando Telephone, and Orlando Telephone will be
                         merged with and into Summit Broadband, which will continue the business of Orlando Telephone after
                         the merger is finalized. Applicants assert that the proposed transaction is entitled to presumptive
                         streamlined treatment under section 63.03(b)(2)(i) of the Commission‘s rules and that a grant of the
                         application will serve the public interest, convenience, and necessity."

GENERAL INFORMATION

        The transfer of control identified herein has been found, upon initial review, to be
acceptable for filing as a streamlined application. The Commission reserves the right to return
any transfer application if, upon further examination, it is determined to be defective and not in
conformance with the Commission‘s rules and policies. Pursuant to section 63.03(a) of the
Commission‘s rules, 47 CFR § 63.03(a), interested parties may file comments on or before May
22, 2009, and reply comments on or before May 29, 2009. Unless otherwise notified by the
Commission, the Applicants may transfer control on the 31" day afterthe date of this notice."
