                                            Request for Special Temporary Authority

                   By this application, VIP Communications, Inc. ("VIP Communications") seeks special

          temporary authority to continue operations as an international global resale carrier following a

          transfer of control which took place without necessary FCC consent, owing to an inadvertent

          error regarding FCC requirements. Attached as Exhibit 2 is an International Section 214

          Transfer of Control Application, generated using the Commission‘s EBFS systera, which has an

          attachment which explains all the facts and circumstances of the transfer of control, which took

          place in September 2008. As shown in the transfer application, the public interest would be

          served by allowing VIP Communications to continue its services to customers while the FCC

          evaluates the application.

                   The information required by the STA Application to be provided in Exhibit 1 is furnished

          below:

                   63.18(d).          VIP Communications (then named Swiftcall, (USA), Inc.) was granted

          international global resale Section 214 authority in 1997. See File No. ITC—95—657.

                   63.18(e)(3).        VIP Communications is not seeking additional authority.

                   63.18(g).          VIP Communications, as a resale carrier, is categorically excluded from

          environmental evaluation.                                                                                  $
