(NTS) to Xfone, Inc. (Xfone). NTS holds domestic and international section 214 authorizations. Abraham Keinan, Chairman of the Board of Xfone andan Israeli andBritish citizen, owns a 29.31 percent interest in Xfone. Campbeltown Business Ltd. (Campbeltown), a British Virgin Island private investment company, holds a 10.44 percent interest in Xfone. Guy Nissenson, a citizen of Argentina and Israel, and other members of the Nissenson family own a 20 percent interest in Campbeltown. A copy of Public Notice DA 07—5005 (rel. December 14, 2007)is attached. Should you have any national security, law enforcement, foreign policy or trade concerns with this proposed transaction, please file your comments by December 28, 2007.
