Re:        Withdrawal of U.S. Department of Homeland Security from the 28 November 2006
           Letter of Assurance with Belgacom International Carrier Services N.V./S.A.
           (BICS) and Belgacom International Carrier Services North America Inc. (BIC NA)

Dear Ms. Dortch:

The U.S. Department of Homeland Security (“DHS”), with the concurrence of the U.S.
Department of Justice (“DOJ”), hereby notifies the Federal Communications Commission
(“FCC”) of DHS’ intention to withdraw from the 28 November 2006 Letter of Assurance
proffered by Belgacom International Carrier Services N.V./S.A. (BICS) and Belgacom
International Carrier Services North America Inc. (BICS NA) to DHS, DOJ, and the Federal
Bureau of Investigation in connection with file numbers ITC-214-20060614-00315 and ITC-
T/C-20060614-00316.

This has no effect on the validity of the LOA, and the assurances made therein, with respect to
BICS and BICS NA and DOJ.
