Dear Ms. Dortch:

       Upon review of the facts attendant to the referenced application and in response to
requests for clarification raised by staff, West Central Technologies, Inc. ("West Central"), Arvig
Enterprises, Inc. ("Arvig") and WETEC, LLC ("WETEC"), by counsel, provide the following
information in support of their request for streamlined treatment pursuant to Section
63.03(b)(2)(ii) of the Commission's Rules.

         The proposed transaction will result in the transferee, Arvig, a dominant incumbent local
exchange company ("ILEC") within its service area,I having a market share in the interstate,
interexchange market of less than 10%. In addition, transferee Arvig, together with its current
and proposed affiliates, including WETEC, provide competitive telephone exchange services or
exchanges access services exclusively in geographic areas served by a dominant local exchange
carrier that is not a party to this transaction. Further, pursuant to Section 63.03(b)(2)(ii), the
applicants are dominant carriers, ILECs Arvig and West Central,2and a non-dominant applicant,
competitive local exchange carrier, WETEC, that provides services exclusively outside the
geographic are where the dominant carriers are dominant. Accordingly, streamlined treatment of
the instant application is presumptively applicable.
