Application for Transfer of Control of WETEC, LLC Supplemental Filing WCB Docket No. 06-37 Dear Ms. Dortch: In response to requests for clarification raised by staff with respect to the referenced application,} West Central Technologies, Inc. ("West Central"), Arvig Enterprises, Inc. ("Arvig") and WETEC, LLC ("WETEC"), by counsel, provide the following information: The parties are not seeking presumptive streamlined processing pursuant to Section 63.03(b)(iii) of the Commission's Rules2 due to the fact that applicant Arvig operates local exchange territories which abut the WETEC service area of Park Rapids. Specifically, Arvig's Osage exchange abuts Park Rapids on the west, and Arvig's Nevis exchange abuts Park Rapids on the east. Nonetheless, expedited consideration of the proposed transaction is warranted because (1) no party has market power in the area served by WETEC either before or after the transaction, and (2) consummation of the proposed transaction will not impact adversely the level of competition in the WETEC service area. As indicated in the application, WETEC currently is owned equally by each of West Central and Arvig. WETEC is a Minnesota limited liability corporation, located at 105 Third Street, PO Box 151, Park Rapids, Minnesota 56470.
