("Capsule") will not consummate the transfer of control overinternational Section 214 authority held by Capsule that was described in the above—captionedapplication for transfer of control, see File No. ITC—T/C—20001212—00760 (granted Jan. 19, 2001), as the agreement between Startec and Capsule has been terminated.
