Section 214 (the "Act"}), to transfer control of Northeast Florida Long Distance Company, Inc. ("NFLD" or "Transferor") to Townes Telecommunications, Inc. ("Townes" or "Transfersee") . NFLD is a reseller of switched domestic and international telecommunications services. NFLD currently provides such international services to over 2,000 customers pursuant to Section 214 authority granted by the Commission in File No. ITC— 96—260 (June 27, 1996). NFLD is neither currently affiliated with a foreign carrier or a U.S. facilities—based carrier whose international services it wishes to resell, nor will it be so as a result of the proposed transfer of control to Townes. It is proposed that NFLD and affiliated entities are to be
