Response to Question 10:

        LIGA Telecom, Inc. (“LIGA Telecom”) and Mr. Yaroslav Donchenko (collectively the
“Applicants”), pursuant to Section 214 of the Communications Act, as amended, 47 U.S.C. § 214,
and Sections 63.04 and 63.24 of the Commission’s Rules, 47 C.F.R. §§ 63.04, 63.24, respectfully
request Special Temporary Authority (“STA”) to allow LIGA Telecom to continue to provide service to
customers pending Commission approval of the parties’ Application for consent to transfer control of
LIGA Telecom from Mr. Dmytro Artemenko to Mr. Donchenko. A copy of the Transfer of Control
Application is attached hereto. Because LIGA Telecom is already providing service to customers, the
Applicants respectfully request that the Commission grant this STA request as soon as possible.

        LIGA Telecom is a holder of domestic 214 “blanket” authorization and an international 214
authorization.1 On November 17, 2012, 100 percent ownership of LIGA Telecom was transferred
from Mr. Artemenko to Mr. Donchenko.2 Applicants’ failure to obtain Commission approval for the
transfer of control was inadvertent. Applicants were not aware of their obligation under the
Communications Act and the Commission’s rules to obtain approval for the proposed Transaction
until consulting with FCC Counsel. The Applicants have been forthcoming about the facts of this
transaction, and regret any inconvenience this filing may cause the Commission or its staff.

        Grant of this STA request will serve the public interest. It will allow LIGA Telecom to provide
uninterrupted telecommunications services to its customers, and, as described more fully in the
transfer of control application, allowing LIGA Telecom to continue operations under new ownership
will promote competition in the domestic and international communications services marketplace.

        The Applicants acknowledge that grant of this STA request will not prejudice any action the
Commission might take on the Transfer of Control Application, and the STA may be revoked by the
Commission on its own motion and without a hearing. Applicants further acknowledge that grant of
this STA request and the Transfer of Control Application will not preclude enforcement action.

Response to Question 12:

        N/A; the Applicant is not a foreign carrier and is not affiliated with a foreign carrier as
defined in 47 C.F.R. § 63.09(e).

Response to Question 16:

        47 C.F.R. 63.18(d): LIGA Telecom holds international Section 214 authority to provide
global or limited global resale services, as granted by the Commission in FCC File No. ITC-214-

    After the November 17, 2012 transaction, Mr. Artemenko severed all contact with LIGA Telecom
    management and declined to respond to requests to serve as a named party to an application to
    transfer control of LIGA Telecom to Mr. Donchenko. As a result, LIGA Telecom is serving as the named
    party to the Transfer of Control Application in place of Mr. Artemenko, and is making this Request for
    Special Temporary Authority on its own behalf.
