                                     REQUEST FOR
                            SPECIAL TEMPORARY AUTHORITY


        Lancaster Telephone Company (“LTC”), pursuant to Section 214 of the Communications
Act of 1934, as amended (the “Act”), and Section 63.25 of the rules and regulations of the
Federal Communications Commission (“FCC” or “Commission”),1 seeks special temporary
authority (“STA”), effective immediately, to provide international telecommunications services
on a resale basis to all international points, pending the issuance of permanent Section 214
authority pursuant to Section 63.18(e)(2) of the rules. For the reasons set-forth below, prompt
Commission approval of the requested STA is consistent with the public interest, convenience,
and necessity.

        LTC is a South Carolina corporation with headquarters at 330 East Black Street, Rock
Hill, SC, 29730. LTC provides local exchange and exchange access services in Lancaster
County, South Carolina, and also provides mobile wireless services to subscribers through an
arrangement with AT&T Mobility.

        While conducting due diligence in connection with a prospective transaction, LTC
recently discovered that although various affiliates of LTC hold international Section 214
authority and provide resold international services to wireline customers, LTC itself did not hold
international Section 214 authority to provide resold international services to wireless customers.
LTC concurrently herewith has submitted an application seeking Section 214 global resale
authority pursuant to rule Section 63.18(e)(2). LTC seeks STA in order to continue to provide
service to its mobile wireless customers without interruption or reduction in service. LTC
acknowledges that grant of its request for STA will not prejudice action by the Commission, or
other reviewing agencies, on the underlying Section 214 application. LTC also acknowledges
that any authority granted pursuant to this request is subject to cancellation or modification upon
notice, but without a hearing.

        Commission approval of this STA request will serve the public interest by allowing LTC
to continue providing resold international telecommunications services to its mobile wireless
customers pending Commission action on the above-referenced application for permanent
international Section 214 authority. Without an STA, services to LTC’s mobile wireless
customers will be disrupted. There is no competing public interest that would outweigh this loss
of service.

        For the foregoing reasons, LTC respectfully requests that the Commission expeditiously
grant the requested STA.
