                            DESCRIPTION OF STA EXTENSION REQUEST

                    By this application, Horizon Mobile Communications, Inc. ("Horizon") seeks
           additional extensionfor sixty (60) days of the Special Temporary Authority ("STA")
           initially granted by the Commission on December 13, 2007, allowing Horizon to sell
           Inmarsat‘s Broadband Global Area Network ("BGAN") service provided over the
           Inmarsat 4F2 satellite located at the 52.75° W.L. orbital location. See File No. ITC—S         «—
           20070129—00041. A request to extend that STA until December 8, 2008, was filed
           October 6, 2008.‘ See File No. ITC—STA—20081006—00455.

                  The temporary authority to provide the BGAN service using this satellite will
           allow Horizon to offer Inmarsat‘s BGAN service in the UnitedStates while the
           International Bureau considers Horizon‘s pending underlying Section 214 Applicatio
           See File No. ITC—214—20070110—00021 (filed Jan. 10, 2007) ("Horizon 214
           Application"). In the Horizon 214 Application, Horizon proposes to offer Inmarsat
           BGAN services originating and terminating in the United States and abroad. Horizo:
           hereby incorporates byreference that application for purposes of this STA request."

                   As the Commuission is aware, Inmarsat and Mobile Satellite Ventures Subsidiary
           LLC ("MSV") have resolved their dispute concerning coordination of L—Band spectrum.
           On January 11, 2008, MSV withdrew its oppositions to, inter alia, Horizon‘s BGAN
           applications, including the Horizon 214 Application and the application for authority to
           operate earth station terminals. See Mobile Satellite Ventures Subsidiary LLC and
           Mobile Satellite Ventures (Canada) Inc., Motion to Withdraw Filings (Jan. 11, 2008) and
           Exhibit A thereto. The Horizon BGAN applications thus are no longer contested.

                   Horizon understands that grant of this extension request will be without prejudice
           to, and will be conditioned on, the Bureau‘s action on the Horizon 214 Application.
           Horizon respectfully requests that its STA be extended for an additional sixty (60) days,
           until February 7, 2009.

           ‘ Horizon also filed applications for a blanket license to operate 20,000 mobile earth
           terminals ("MET‘s") using Inmarsat‘s BGAN service, see File No. SES—LFS—20070109—
           00042 (Call Sign E070006) (Jan. 9, 2007) ("Earth Station Application"), and for Special
           Temporary Authority to operate up to 5,000 MET‘s using Inmarsat‘s BGAN service, see
           File No. SES—STA—20070112—00112 (Call Sign E070006) (Jan. 12, 2007) ("Earth Station
           STA Application"). The Commission also granted the Earth Station STA Application, as
           amended. See Public Notice, Report No. SES—00990 (Dec. 19, 2007) at 6. A separate
           request to extend the Earth Station STA is being filed concurrently herewith.

           provided in the original Horizon 214 Application. as well as the information supnorting
