("Stratos Holdings") and Stratos Communications, Inc. ("Stratos Communications") hereby seek to update the above—referenced applications filed by Stratos Communications to reflect a pro forma assignment (effective January 1, 2008). Specifically, the International Section 214 authorizations and applications of Stratos Communications have been assigned to Stratos Holdings as part of an internal corporate reorganization. Accordingly, the applicant in the above—referenced applications should be updated to reflect Stratos Holdings, and not Stratos Communeciations. The assignment is pro forma in nature because both Stratos Communications and Stratos Holdings are controlled by Stratos Global Corporation, a Canadian company that is held in trust and controlled by the Trustee Robert M. Franklin, a Canadian citizen. Enclosed please find an original and five copies of this letter and an additional copy to be date—stamped and returned with our messenger.
