This notification relates to the pro forma assignment of international Section 214
authorization ITC-214-20090501-00194 from ISAT US Inc. to its 100% parent Inmarsat Group
Holdings Inc. (“IGHI”), a Delaware corporation.

IGHI intends to surrender as duplicative and unnecessary each of the above-listed 214
authorizations that it currently holds, except for ITC-214-19980121-00028 that provides
authorization for global facilities-based and global resale authority under Sections 63.18(e)(1)
and (e)(2) of the Commission’s rules. After these surrenders, IGHI will retain only ITC-214-
19980121-00028 and the newly-assigned ITC-214-20090501-00194. Note that the above-listed
214 authorizations held in the name of IGHI are the subject of a pending pro forma notification
under IBFS File No. ITC-T/C-20190128-00063, and ITC-214-20090501-00194 is the subject of
a pending pro forma notification under IBFS File No. ITC-T/C-20190128-00064.

Answer to Question 11

Under the reorganized ownership chain reflected in the pro forma transfer of control
notifications filed in IBFS File Nos. ITC-T/C-20190128-00063 and ITC-T/C-20190128-00064,
IGHI is directly owned 100 percent by U.K.-organized Inmarsat Solutions Ltd., which is a
wholly-owned subsidiary of U.K.-organized Inmarsat Finance III Ltd. (“Finance III”). In turn,
Finance III is a wholly-owned subsidiary of U.K.-organized Inmarsat New Ventures Ltd.
Inmarsat New Ventures Ltd. is a wholly-owned subsidiary of U.K.-organized Inmarsat
Investments Ltd., which is a wholly-owned subsidiary of U.K.-organized Inmarsat Group Ltd.,
which is a wholly-owned subsidiary of U.K.-organized Inmarsat Holdings Ltd., which is a
wholly-owned subsidiary of the ultimate parent corporation Inmarsat plc (“Inmarsat”). The
ownership structure before and after the pro forma assignment is depicted on the attached
diagrams.

The following entities or individuals currently hold ten percent or greater interests in
Inmarsat plc, and indirectly in Inmarsat Inc.:

• Lansdowne Partners Limited (“Lansdowne”) (11.53% as of December 31, 2018,
aggregate voting power held through management of various Lansdowne
investment funds). Lansdowne was formed under the laws of England and Wales.

No other person or entity directly or indirectly holds a ten percent or greater ownership
interest in IGHI.

listed on the following page.

Answer to Question 13

The pro forma assignment of ITC-214-20090501-00194 from ISAT US Inc. to its 100%
parent IGHI took place for reasons of administrative convenience. Pursuant to Section 63.21(h),
the subsidiaries of IGHI that provide international common carrier services will provide such
services under IGHI’s international 214 authorizations.
