214 of the Act and, if so, a general description of the categories of facilities and services
authorized (i.e., authorized to provide international switched services on a facilities basis)

Assignor/applicant Trilogy International Enterprises, LLC (formerly known as Western Wireless
International Enterprises, Inc.) holds international operating authority under Section 214 of the
Communications Act of 1934, as amended, to provide global facilities-based and resold
telecommunications service. See File No. ITC-214-20021021-00502 and ITC-T/C-20060201-
00084.

Assignee is a facilities-based international telecommunications carrier that sells international
telecommunications services to consumers and business customers in the Dominican Republic
and to other international telecommunications carriers for resale in the Dominican Republic and
other countries.


           Notification of Pro Forma Assignment of International 214 Authorization


            Answer to Question 11: 10% or Greater Equity Holders of Assignee

Trilogy International Enterprises, LLC is a wholly-owned subsidiary of Trilogy International
Partners LLC (“TIP”), a limited liability holding company organized under the laws of the State
of Washington. The address of TIP is 155 108th Avenue, NE, Suite 400, Bellevue, Washington
98004.

Trilogy Dominicana S.A. is wholly owned by TIP through intermediate subsidiaries.

The only investors who own a 10% or greater equity interest in TIP are John Stanton and his
wife, Theresa Gillespie, who jointly own 38% of the outstanding membership units of the
company. Because Mr. Stanton and his wife own a special class of unit, their voting percentage –
64%--is higher than their equity percentage. Mr. Stanton and his wife are both U.S. citizens, and
their address is 155 108th Street, NE, Suite 400, Bellevue, Washington 98044.




                      Answer to Question 12: Interlocking Directorates

Bradley J. Horwitz, the president of the board of directors of Trilogy Dominicana S.A., also
serves as the chairman of the boards of directors of Two Degrees Mobile Limited, a
telecommunications carrier operating in New Zealand (“2degrees”), and of Empresa
Telecomunicaciones Neuvatel (PCS de Bolivia) S.A., a telecommunications carrier operating in
Bolivia (“Nuevatel”).

Scott K. Morris, a member of the board of directors of Trilogy Dominicana S.A., also serves as a
member of the boards of directors of 2degrees and Nuevatel.

Andrew M. Davies, a member of the board of directors of Trilogy Dominicana S.A., also serves
as a member of the board of directors of Nuevatel.



                   Answer to Question 13: Description of the Transaction

Pursuant to an agreement that is effective as of February 1, 2014, Assignor and Assignee
assigned Assignor’s international Section 214 authorization, its interests in IRUs for undersea
cable capacity between the United States and the Dominican Republic, its rights and obligations
under all its international telecommunications traffic exchange agreements, and its ownership of
facilities used for the provision of international telecommunications services to Assignee.
