         On September 19, 2008, BCNTelecom, Inc. (BCN) and EliteView, LLC d/b/a GroveLine
(EliteView) (collectively, Applicants) filed an application pursuant to section 63.03 of the Commission‘s
rules requesting approval for the transfer ofcertain assetsofEliteView to BCN.‘ EliteView, a
Massachusetts corporation, is authorized to provide interstate and intrastate telecommunications service in
24 states‘ and resold local exchange service in nine states." BCN, a privately—owned holding company
organized under New Jersey law, is an authorized resellerofintrastate interexchange telecommunications
services throughout the UnitedStates, with the exception of Alaska, and has resold local exchange
authority in 25 states and the District of Columbia.‘ The sole owner of BCN is Telecom Acquisition
Company, LLC, a New Jersey limited liability corporation." Pursuant to the terms of the proposed
transaction, BCN will acquire the local exchange and interstate, interexchange customer base of
EliteView, and EliteView will retain its telecommunications authorizationsin order to continue to provide
services other than the business being acquired by BCN. Applicants assert that the proposed transaction

with authorization for international services. Any action on this domestic section 214 application is without
prejudice to Commission action on other related, pending applications. Applicants filed a supplement to their
application on September 30, 2008.

GENERAL INFORMATION

         The Wireline Competition Bureau finds, upon initial review, that the transfer of control identified
herein is acceptable forfiling as a streamlined application. The Commission reserves the right to return
any transfer of control application if, upon further examination, it is determined to be defective and not in
conformance with the Commission‘s rules andpolicies. Pursuant to section 63.03(a) of the
Commission‘s rules, 47 C.F.R. § 63.03(a), interested parties may file comments on or before October
15, 2008, and reply comments on or before October 22, 2008. Unless otherwise notified by the
Commission, the Applicants may transfer control on the 31® day after the date of this notice.‘ Comments
must be filed electronically using (1) the Commission‘s Electronic Comment Filing System (ECFS) or
(2) the Federal Government‘s eRulemaking Portal. See 47 C.F.R. § 63.03(a) ("All comments on
streamlined applications shall be filed electronically. . . ."); Electronic Filing ofDocuments in
