ATTACHMENT 2 A Response to Question 14: Phillips County Telephone Co. Association Inc. (Phillips County Telephone Co.) is a cooperative that is owned by its members and patrons. No individual or entity owns 10% or greater direct or indirect share of the applicant. A Response to Question 15: Phillips County Telephone Co. has not received Section 214 approval from the Commission for any services prior to the present application. 47 C.F.R. 63.18(d). Phillips County Telephone Co. is applying for authority as a resale carrier pursuant to the terms and conditions of Section 63.18 (e)(2) of the Commission‘s Rules. 47 C.F.R. 63.18 (e)(2). Phillips County Telephone Co. requests authority to serve all countries permitted under a grant of global authority. As evidenced in Attachment 1, Phillips County Telephone Co. certifies that it will comply with the terms and conditions contained in Section 63.21and 63.23 of the Commission‘s Rules. 47 C.F.R. 63.21—.23. Section 63.18(g) of the Commission‘s Rules do not apply to Phillips County Telephone Co. because it is not seeking facilities based authority at this time.
