       Noble Systems Intermediate Holdings, Inc. is a Delaware corporation whose principle
       business is a holding company. Its president is James K. Noble, Jr., a citizen of the U.S.


       Noble Systems Intermediate Holdings, Inc. is 100% owned by:
                       Noble Systems Holdings, LLC
                       1200 Ashwood Parkway
                       Atlanta, GA 30338


       Noble Systems Holdings, Inc. is a Delaware corporation whose principle business is a
       holding company. Its president and chief executive officer is James K. Noble, Jr., a
       citizen of the U.S.
       Noble Systems Holdings, LLC is majority owned (approximately 75%) by Mr. James K.
       Noble, Jr. Approximately 20% of Noble Systems Holdings, LLC is owned by Brown
       Brothers Harriman (“BBH”) Capital Partners III, L.P., a U.S.-based private investment
       firm. The balance of ownership is allocated to other individuals, none of whom own
       more than 10% each.


   2. For purposes of 47 CFR 63.18 (d), Noble Systems Communications has not previously
      received authority under Section 214 of the Communications Act of 1934, as amended.

   3. For purposes of 47 CFR 63.18 (e)(3), Noble Systems Communications does not seek
      authority to acquire facilities or to provide services not covered by paragraphs (e)(1) and
      (e)(2) of that section.

   4. For purposes of 47 CFR 63.18 (g), Noble Systems Communications does not seek
      facilities-based authority under paragraph (e)(3) of that section.
