Box 179, Essex, IA 51638 as their business mailing addresses. Response to Item 15 Section 63.18(d): Applicant’s subsidiary, ETCLD, Inc., previously received authority under Section 214 of the Act under File No. ITC-214-20080722-00334. Response to Item 15 Section 63.18(e)(2): Applicant is requesting Section 214 authority to operate as a resale carrier pursuant to 63.18(e)(2) of the Commission's rules for all international points and Applicant hereby certifies that it will comply with the terms and conditions contained in §§63.21 and 63.23 of this part. Response to Item 15 Section 63.18(e)(3): Applicant is requesting Section 214 authority to operate as a resale carrier pursuant to §63.18(e)(2) of the Commission’s rules. Applicant requests that it be permitted to provide service to all countries to which a global reseller may legally provide resale service. Applicant is not owned, controlled, nor affiliated with any foreign carriers and Applicant is a non-dominant carrier, as defined in § 63.10(a)(1), on all requested routes. Applicant hereby certifies that it will comply with the terms and conditions contained in §§63.21 and 63.23 of this part. Applicant seeks authority to provide only those services authorized by § 63.18(e)(2) as a provider of global resale services. Response to Item 15 Section 63.18(g): This application does not concern construction or operation of facilities-based authority therefore this application is categorically excluded from environmental processing.
