                  Republic Wireless, Inc. International Section 214 Application

Question 4 - Other Company(ies) and Place(s) of Incorporation

Bandwidth.com, Inc. is the corporate parent of Republic Wireless, Inc. (“Applicant”) and
Bandwidth.com CLEC, LLC. A “Republic Wireless” business division of Bandwidth.com, Inc.
currently serves hybrid CMRS/interconnected VoIP service customers. Applicant is filing this
application as part of a multi-step transaction where its corporate parent, Bandwidth.com, Inc.,
will transfer the hybrid service customers to Applicant after Applicant obtains international
Section 214 authorization. The transfer is intended to be seamless to the customers being
transferred.

Applicant and Bandwidth.com, Inc. intend to file a pro forma notification with the Commission
upon the transfer of those customers. Because the customers to be transferred are hybrid
wireless/interconnected VoIP customers, Applicant does not believe that the Commission’s rules
governing mass migrations are applicable to that transfer. Upon that transfer, Bandwidth.com,
Inc. will no longer be providing hybrid services directly to the transferred customers but the
customers will continue to receive services following the transfer from Bandwidth.com, Inc.’s
subsidiary. Bandwidth.com, Inc. does not believe that the Commission’s discontinuance rules
apply to the transaction since no hybrid service customers will be losing service as a result of the
transfer and Bandwidth.com, Inc. will continue to provide interconnected VoIP and other
services to its customers.

Question 9 - Request for Streamlined Processing (Section 63.12):

Applicant respectfully requests streamlined processing of this Application pursuant to Section
63.12 of the Commission’s Rules. 47 C.F.R. § 63.12. This Application qualifies for streamlined
processing for the following reasons: (1) Applicant is not affiliated with a foreign carrier on any
route for which authority is sought and (2) Applicant is not affiliated with any dominant U.S.
carrier whose international switched or private line services it seeks to resell.

Question 10 - Authority to Provide Switched Services Over Private Lines
(Section 63.16):
