Certifications Under Section 63.18 of the Commission’s Rules Grid Mobile has never before applied for or received authority under Section 214 of the Communications Act (See 47 CFR § 63.18(d)). Grid Mobile is seeking authority to resell authorized international services and is not seeking any other authorization in this application (See 47 CFR § 63.18(e)(3)). Grid Mobile will only resell services of facilities-based carriers and thus is categorically excluded from environmental assessment under Section 1.1306 of the Commission’s Rules (See 47 CFR § 63.18(g).
