("Applicant") is affiliated with a foreign carrier in Mexico; however, Mexico is a WTO Member Country and Applicant qualifies for a presumption of non—dominance, as it has far less than 50 percent market share in Mexico. = Applicant is not affiliated with any dominant U.S. carrier whose international switched or private line services Applicant seeks authority to resell. Response to Question 11: Applicant provides the following information and certifications as required by Section 63.18(i) through (m) of the Commission‘s rules, 47 CFR § 63.18(i)—(m): (i) Applicant certifies that it is a foreign carrier in Mexico. (j) Applicant certifies that it seeks to provide international telecommunications services to Mexico — a destination country in which Applicant is a foreign carrier. (k) Mexico is a WTO Member Country. (1) Applicant qualifies for a presumption of non—dominance, because it has less than 50 percent market share in Mexico. (m) Applicant qualifies for a presumption of non—dominance, because it has less than 50 percent market share in Mexico. Response to Question 12: As set forth above, Applicant seeks authority to provide service to Mexico.
