See 47 C.F.R. §63.12(c)(1). Applicant has no affiliation with a dominant United States carrier whose international switched or private line services which Applicant seeks to resell. See 47 C.F.R. §63.12(c)(2). Finally, Applicant does not seek authority to provide switched services over private lines to a country for which the Commission has not previously authorized the provision of switched services over private lines.
