Dear Mr. Xuan:

        On September 1, 2011, China Mobile International (USA) Inc. (CMIUSA) filed an application
requesting global or limited global facilities—based and resale authority pursuant to Section 214 of the
Communications Act of 1934, as amended.‘ On July 2, 2018, the National Telecommunications and
Information Administration (NTIA) filed, on behalf of the Executive Branch of the United States
Government, a recommendation that the Commission deny the application." In its filing, NTIA argues
that the application raises substantial and unacceptable national security and law enforcement risks that
cannot be resolved through a voluntary mitigation agreement and therefore grant of the application does
not serve the public interest."

         CMIUSA may file an Opposition to the NTIA filing no later than Monday, August 20, 2018.
The Opposition should be filed electronically in File No. ITC—214—20110901—00289 via IBFS. The
Opposition must also be served on NTIA. NTIA will have until Wednesday, September 19, 2018 to file
a Reply to the Opposition.
